Just a guess from the pic, it could be asking you if you are wanting to redownload the same links again (if you've downloaded or thought you did before), and then the message would then say w/the same settings? Could be the Yes No required answer.

I get it on all files, even if its just one file I download. I click yes all the time, but was thinking there would be a way to make it go away.

If you get it with all downloads, then it must be the normal confirmation. I would check in the options about confirming -- that should lose it.
